About Rebecca Church

Rebecca Church has dedicated nearly 20 years to public service in County Attorney’s Offices, with the majority of her career spent serving Winona County.

She began her career as a legal assistant in the Winona County Attorney’s Office. While working full-time, she attended law school on weekends and later became Winona County’s first treatment court coordinator—an early example of her commitment to problem-solving and rehabilitation within the justice system.

After graduating from law school, Rebecca began her attorney career in Mahnomen County before returning to Winona County as an Assistant County Attorney. Today, she continues to serve in that role, handling child protection and juvenile cases, some of the most complex and sensitive matters in the system.

Rebecca has argued cases before the Minnesota Court of Appeals and the Minnesota Supreme Court, handled numerous court and jury trials, and worked extensively on both the criminal and civil sides of the office. In 2024, she also served as the managing attorney for the public defender’s office, gaining valuable leadership experience and a broader perspective on the justice system.

Beyond her professional work, Rebecca is deeply involved in the community. She currently serves as:

  • Chair of the Criminal Justice Coordinating Council Juvenile Justice Subcommittee
  • Co-chair of the Early Intervention and Prevention Subcommittee
  • Vice president of the Winona County Bar Association
  • Treasurer of the Pickwick Mill Board
  • President of St. Luke’s Ladies Aide

She has also served on committees focused on substance abuse prevention, community resilience, and local schools.

Rebecca and her husband were both born and raised in Winona County. They raised their children here and continue to build their future here. Winona County has always been home.
